Congress consents, does not share amnesty power of the President


What does our own Constitution say about the executive power of government? US judicial thinking about constitutional law is relevant to our present contention over Amnesty Proclamation 75 of then President Benigno Aquino 3rd. This does not mean, as Trillanes and his supporters contend that the Congress shares the amnesty power of the president. Significantly, the pardoning power of the president does not need congressional approval. Senate President Protempore Ralph Recto was foolish to go overboard in blasting the President’s revocation of the Trillanes amnesty.
