THERE are two matters I would like to raise that are the cause of on-going concern for me – postal services and fresh water supply in Penang. Two days ago, I received my September bank statement from Hong Kong. It is known that per capita usage of water in developing and developed countries rises annually. As far as water supply is concerned, it is quite a simple matter to combine population growth with per capita water usage to determine when present water supplies become inadequate and shortages the norm. Having lived through water supply shortages in Hong Kong, I know what it is like – four hours supply every fourth day!
