The Paris Agreement, which, as mentioned, requires countries to submit NDCs and input from all levels of government, is needed to spell out targets and responsibilities. It reckons that while global carbon emissions went down because of the pandemic's impact on industrial production, post-pandemic reconstruction offers serious climate protection opportunities. Many are optimistic that the submission of the NDC requirement of the Paris Agreement would move at a faster phase. Be it noted that under the Paris Agreement, countries are likewise obliged to draft long term strategies and methodologies for climate protection. Pledges to achieve carbon neutrality must translate into more stringent nationally determined contributions toward achieving the goals of the Paris Agreement.
