Tina’s mother’s mother had relationships with men coloured by violence and addiction; she too was sometimes left to fend for herself. She was apprehended by Child and Family Services (CFS) several times, and became a permanent ward of one CFS agency at the age of 10. (This would turn out to be Raymond Cormier, who was in December of 2015 charged with second-degree murder in Tina’s death. The CFS agency requested an emergency hotel placement for her. It was, the people who knew Tina told Penrose, the event that changed Tina’s life.
