The LRT would serve more people at much lower cost, and the financial compromise bashed out at City Council last year is a dead letter. Much-studied, approved and funded plans like the Scarborough LRT were serious things, she signalled; Mayor Rob Ford’s subway mongering was not. Two weeks later, then-transport minister Glen Murray announced he had designed his own Scarborough subway using construction paper, water-soluble markers and pipe cleaners. He convinced council to support road tolls to pay for transit, as Wynne said she did. And then Wynne changed her mind: not only does she no longer support road tolls; she won’t let Toronto have them.
