It went on: "Zhang Youxia and Liu Zhenli, as senior cadres of the Party and the military, seriously betrayed the trust and expectations of the Party Central Committee and the Central Military Commission". An Institute for the Study of War analysis opines, "Xi Jinping's Military Purges Leave Him Increasingly Powerful but Isolated". But many inside the Chinese military understand the complexity of such an operation, which is by no means assured of victory.
