FRAMINGHAM — Gillian Carcia resigned Monday from the Framingham Board of Health — effective immediately — because she doesn’t have the time to devote to the position. Public health uncertaintyCarcia’s departure adds to the uncertainty in the city’s public health efforts. The Framingham Health Department has been without a permanent director since Sam Wong took a medical leave in January, then submitted his resignation the following month.
