The CBI had registered the two cases against Mr. Agrawal in 2010 when he was the Health Secretary in the Chhattisgarh government. The fresh FIR said Mr. Agrawal contacted Bhagwan Singh, a resident of Greater Noida in U.P., to help get relief in the CBI cases. Mr. Agrawal paid ₹15 lakh as first instalment. Part of the money was to bribe public servants, the CBI charged.
