AquinoThe Commission on Elections (COMELEC) said it is the Civil Service Commission (CSC) and not the poll body has the current mandate when it comes to national and local government offices engaging in partisan political activities. “What governs in that respect, especially now prior to the campaign period, are the CSC rules on the matter,” Comelec Spokesman James Jimenez said. “Remember government is part of the civil service and therefore we are covered under CSC rules,” he added. “Under CSC rules as I understand them, it is not against the rule for civil servants to express their political opinions.
