MANILA, Philippines — A petition that will question another martial law extension is bound to fail, Justice Secretary Menardo Guevarra said Monday. Opposition solons said they will question the validity of the third martial law extension before the Supreme Court. Albay 1st District Representative Edcel Lagman said the martial law extension has no constitutional and factual basis.
