Bypass stalls make hawkers street legal

The beneficiaries are all hawkers who had been evicted two years ago, when the government decided to expand the width of the Bypass that connects Ultadanga to Garia. "The government is working on a hawker policy," urban development minister Firhad Hakim said at the event on Saturday. The revised version of the National Street Vendor Policy states that state governments need to set up town-vending committees to help create three zones - a restriction-free vending zone, a restricted vending zone for day and night and a no-vending one. Bengal has so far avoided coming out with a restrictive policy by reasoning that hawkers provide "poor people" products at low rates.
