A fortnight after the Brexit referendum, a new battle bus appeared on the streets of London. Instead of a mendacious slogan, it had a much more tempting message: an invitation for British technology entrepreneurs to escape the messy aftermath of the Leave vote. “Dear start-ups: Keep calm and move to Berlin,” proclaimed the white van, part of an advertising campaign sponsored by Germany’s liberal Free Democratic Party. France, too, tried to exploit Brexit worries, dangling generous incentives before entrepreneurs and venture capital funds. For a time, it seemed that their attempts to woo British start-ups had traction.
