Bob Harward, President Donald Trump’s choice to succeed Mike Flynn as his national security adviser, has turned down the job, compounding the turmoil that has surrounded the White House in its first weeks and leaving a key security post in limbo. Adm. Harward, a highly regarded retired Navy SEAL, told Mr. Trump on Thursday that he couldn’t accept the job, according to people familiar with the conversations.
