"With more than 50 percent of the population vaccinated in the metropolitan and adjacent areas where most business activities are situated, spurring economic activity can be best achieved," BAP President Jose Arnulfo Veloso said in a statement on Monday. A granular lockdown, which is a "micro-level quarantine" for areas tagged as "critical," could be declared regardless of the alert level. Veloso said the mobility of fully vaccinated persons will encourage spending on goods and services and spur the tourism, hospitality and transport industries, which are among the hardest hit by the pandemic. Our fellow Filipinos protected by the vaccine are key to surpassing this health crisis," said Veloso.
