In the shade of a small tree in west Baltimore a slim young man with long dreadlocks, stands waiting for his bus to work. It is a hot, cloudless day and he has rolled his T-shirt up over his stomach. “It’s not like everywhere you turn there’s a giant rat,” he says. Was he talking about the rats or was he talking about the people?”The number of rats in Baltimore is no longer a local matter for the city council. The president of the United States had called Baltimore a “disgusting rat and rodent infested mess” where “no human being would want to live”.
