Vehicle scrappage schemes are seen as one of the most effective measures for removing polluting vehicles. They typically offer owners about £2,000 off a new car if they trade in their dirty, older model. However, the government has been hugely reluctant to invest in national schemes because they are hugely expensive. Sadiq Khan, the London mayor, is investing £25 million from business rates to scrap polluting cars, the biggest scheme of its kind in Britain. However, it could lead to just 12,250 cars being removed from the streets, a fraction of polluting vehicles in the capital.
