Azerbaijan's Foreign Minister Jeyhun Bayramov charged that “conditions for implementing the humanitarian cease-fire are currently missing” amid the continuing Armenian shelling. The region lies in Azerbaijan but has been under control of ethnic Armenian forces backed by Armenia.
