The province and several local government units objected strenuously to the construction of a coal plant, forcing DMCI to shelve that plan. The plant, which is being built by subsidiaries of China Energy Engineering Group and China Southeast Asia Electric Power Construction Corp., is scheduled to be operational by October this year.
