TORONTO — An impaired driving arrest in Toronto last summer unexpectedly sent police on an international probe of a high-value fraud ring that led to the arrest of 12 people, including a reputed Mafia boss. Cosimo Commisso, 72, of Vaughan, Ont., north of Toronto, was charged with possession of the proceeds of crime. The information was passed to the Financial Crimes unit for further investigation and other police agencies soon joined the expanding probe, said Insp. The fraudsters tricked banks and other instructions into turning over large amounts of money to buy or lease business equipment, Callaghan alleged. Although Commisso has a name with notoriety because of his past, he entered the probe late in this investigation, Callaghan said.
