They were tasked to submit a proposal they each presented in a meeting with the DSWD, the Department of Information and Communications Technology and the BSP. Based on their presentations, the BSP recommended they proceed in developing the terms of reference," Bautista said in Filipino. Starpay said it was awarded coverage of about 1.6 million beneficiaries by the DSWD. "Starpay was able to cover more than 5 million beneficiaries that were successfully paid as we went above and beyond the original allocation set by the DSWD and BSP.
