He made the call amid reports of long lines in registration centers and other concerns that affected the enforcement of the National ID Law, such as controversies in the awarding of contracts in outsourcing supply and services. The national ID system aims to provide better delivery of social services to the public, including more efficient revenue collection and effective anti-corruption and anti-criminality efforts. "While the National ID law has finally taken off the ground, it has been slowed by several issues," the senator lamented. "The key to the effective implementation of the National ID System or PhilSys Act is our ability to 'capture the universe' and encourage as many Filipinos [as possible] to sign up and register," he said.
