For creating a political consensus, the state high council, consisting of political leaders and national figures will be created. From the four key security sector institutions (National Security Adviser, Ministries of Defense and Interior and the National Directorate of Security) two will be introduced by the peace-oriented executive prime minister. In the composition of the Office of National Security Adviser, balance will be kept from the two teams.
