In a complex geopolitical dance, Egypt, Eritrea, and Somalia have aligned themselves in an increasingly hostile stance toward Ethiopia, each driven by their own geopolitical motives. Were there to be a global “Axis of Evil” index for 2024, Egypt, Eritrea, and Somalia would surely top the African rankings. With their open support for armed movements within Ethiopia, there is ample justification for the government to devise defensive measures. Central to this endeavor is the rejuvenation of the Inter-Governmental Authority on Development (IGAD), the Horn’s regional economic community, whose potential remains largely untapped. The Pretoria Agreement, which Eritrea opposes, has stymied the rapprochement between Asmara and Addis Ababa, threatening regional stability.
