And there is a sense that in an era of technology-driven economic winners, Portland’s 66,000 residents are being left behind. “It looks like we’re doing fine,” said Jon Jennings, Portland’s city manager. “But just underneath the real estate development, there is that insecurity as to what will actually drive the economy in the future.” Lobstering and tourism will not suffice.
