Senior Supt. Rizalino Andaya, San Rafael chief of police, and reassigned him to the Provincial Personnel Holding Admin Unit (PPHAU) pending investigation of the criminal and administrative cases against them. De Leon said he received a phone call from an unknown caller who ordered three boxes of cigarettes to be delivered to Grace Park, Barangay Tambubong, San Rafael, Bulacan. Upon arrival, Dorothy was also arrested and brought to San Rafael Police Station where the officers allegedly demanded P50,000 in exchange for their release. Manruf Bantog was designated officer-in-charge of San Rafael Police Station and eight police personnel were assigned to replace those who were removed.
