FOR the second time this year, the entire Luzon was placed on yellow alert today, June 4, due to thin power reserves, according to the Department of Energy (DoE). In a message to The Manila Times, Energy Assistant Secretary Redentor Delola said the yellow alert notice had been up since 12 noon up until 3 p.m. The yellow alert was first raised in the region last January 16. A yellow alert is declared when the total reserve power is lower than the capacity of the biggest plant in Luzon.
