MANILA, Philippines — Bad weather brought by the southwest monsoon has now affected more than 200,000 people nationwide, the National Disaster Risk Reduction and Management Council (NDRRMC) reported Tuesday. In a July 16 situational report released at 8 a.m., the agency said 93,743 families, consisting of 221,435 individuals, in 363 barangays have recently experienced heavy rain, floods, and other effects of the southwest monsoon, locally called habagat. READ: NDRRMC: 2 reported dead in Mindanao due to southwest monsoonThe NDRRMC said floods hit the Zamboanga Peninsula, Northern Mindanao, Davao Region, Soccsksargen, and Bangsamoro Autonomous Region in Muslim Mindanao in the past few days. Moreover, the NDRRMC said the southwest monsoon ruined P17,879,687 in crops and affected 238 farmers and fisherfolk as of July 16. Earlier Tuesday, the state weather agency said the southwest monsoon and a low-pressure area off Davao City are expected to bring overcast skies and rains to various parts of the country.

A district councilor called on the police to install more CCTV cameras in the Tseung Kwan O district after surveillance footage was said to have played a part in solving a kidnapping case of a three-year-old boy in the area. She was referring to authorities’ plan of installing 2,000 cameras across the territory each year, with cameras in Tseung Kwan O to be installed in the fourth quarter of this year. She said the unique feature of Tseung Kwan O is its connection between shopping malls with footbridges, with approximately one CCTV camera installed every 10 meters inside the malls. The fact police were able to quickly solve the case reflected the effectiveness of these CCTV cameras, she said.

Kwun Tong police conducted an operation from July 16 to 29 to combat fraud and money laundering cases, arresting 21 men and nine women aged between 19 and 73 on suspicion of money laundering. Among the victims, the youngest one was a 15-year-old teen who was tricked into a job-hunting scam. Most of the 21 men and 9 women arrested were stooge account holders and some even admitted that they had lent their accounts to others. Police warned the public that anyone who borrows their bank accounts for money laundering will face criminal liability regradless of their age. Citizens are advised to contact the police anti-scam hotline 18222 if they encounter any suspicion fraudulent activities.

I called them discomfort rooms. Running water in restrooms is no trivial matter, especially for us women who can’t simply pee by the wall, lamppost or bush. Sadly for our country, to this day we still have public schools that lack running water in their restrooms. Their problem is worsened if the teacher herself suffers from undernourishment, lacks sufficient training, endures the discomfort of restrooms without running water, and whose fondest dream is to find a job outside the Philippines. This is a tall order, considering the state of public education, but modest goals can be set.

MANILA, Philippines — The Philippines' military chief said Thursday he hoped a key defense pact with Japan allowing for the deployment of troops on each other's territory will be signed at security talks next week. "We are hoping that during that meeting, the RAA, or the reciprocal access agreement, will be signed," military chief General Romeo Brawner told reporters. The Philippines and Japan began negotiating the pact in November. The Philippines has equivalent pacts with the United States and Australia and plans to pursue one with France. Leaders from Japan, the Philippines and the United States held their first trilateral summit in April aimed at boosting defense ties in Washington.

West Kowloon police have arrested three men for possessing and using counterfeit banknotes as officers believe they have successfully stopped the fake money from entering the market. After intelligence analysis, police intercepted two suspicious men in a Tsim Sha Tsui hotel on Tuesday night and found a total of 4,577 fake HK$1,000 banknotes in one of the men’s luggage. The two local men, aged 37 and 43, were arrested for possessing counterfeit notes. On Wednesday afternoon, police also arrested a 43-year-old man in Mong Kok who suspectedly used counterfeit HK$100 and HK$500 banknotes for three taxi rides in the district. All three are currently remanded in custody for further questioning.
