The transfer of U.S. Marine Corps troops stationed in Japan's Okinawa to Guam will start in December, a Marines official said Sunday, the latest development in a long-agreed Japan-U.S. forces realignment plan aimed at reducing the southern island prefecture's base-hosting burden. The cost of the Guam transfer is estimated at $8.7 billion, of which up to $2.8 billion will be shouldered by the Japanese government. But Japan and the United States agreed in 2012 to "delink" the Futenma relocation plan with the Guam transfer plan amid a lack of tangible progress on the Futenma project, with locals calling for moving the base out of Okinawa. The following year the two countries said that the transfer to Guam will begin in the first half of the 2020s. In January 2023, defense and foreign chiefs of Japan and the United States agreed in Washington on "accelerating" work on U.S. force realignment efforts, affirming a plan to start the relocation of Marines from Okinawa to Guam in 2024.

The military strongman in the east of divided Libya, Khalifa Haftar, has named one of his sons as army chief, tightening his family’s grip on the oil-rich region. Lacher said that in recent years Haftar’s sons had enjoyed “a rapid rise” through the military ranks, “achieving in no time what would take other officers decades”. Lacher said that Saddam Haftar now holds real military power and a key role in murky business dealings in a graft-ridden country notorious for trafficking of irregular migrants. The recent reshuffles are “a clear sign of preparation for the day when Haftar disappears and when his entire power structure is then in danger,” Lacher added. The latest example was the death in April of activist Siraj Dughman while in detention at a military base controlled by Haftar.

Head of Libya’s Government of National Unity Abdulhamid al-Dbeibah warned that the country is facing the threat of division and coming up against a “great danger.”During the opening of a mosque in al-Asbiah city on Friday, he said: “Some parties want to divide the country for the sake of a few crumbs, funds and fortunes.”“We declare that the country will remain one and united even if it means dying for it,” he added. Addressing Libya’s enemies, whom he didn’t identify, he stated: “They want to take us back, but I say to them that we will never return to the dark days when we used to fight each other.”“Those who let us live in darkness in the past ten years want to continue to do so,” he remarked. Turning to the economy, Dbeibah said the situation was “good” and that Libya was producing a surplus of oil. Furthermore, he held the central bank responsible for the liquidity crisis, calling on it to “radically” change its policies at banks, which are in turn exploiting the situation in the country. Dbeibah said he has no authority over them.

In his attack on the enemies of the people, dark forces, banks and the CBL, Aldabaiba said: ‘‘There is no reason why cash should dry out from banks. These banks are taking advantage of our situation and our conditions, and these banks are not under the authority of the government. Many blame me and the government saying we cut off cash liquidity. Call for deep-rooted reform of banking systemWe call for a deep-rooted change in the policy of banks and the CBL. It hurts me to see queues of people waiting in the peak of sunshine to withdraw LD 2,000 or LD 3,000 (from their own money from their own bank accounts).

G7 leaders and other leaders from guest nations attend a working session on Artificial Intelligence (AI), Energy, Africa-Mediterranean, on day two of the G7 summit at Borgo Egnazia, southern Italy, on Friday. By ELENA BECATOROSThe Group of Seven leading industrialized nations turned their attention to migration, artificial intelligence, economic security and the Indo-Pacific region on Friday, the second and final day of their summit in Italy. Divisions did emerge during the summit, however, notably over the lack of a reference to abortion in the summit's final declaration. “Without any concrete action, the G7 in Italy amounts to no more than pointless platitudes,” said David McNair, executive director at The ONE Campaign. But some cracks appeared among the G7 leaders, notably French President Emmanuel Macron deploring a lack of a reference to abortion in the summit's final document.

“Only God, Muammar and Libya”: this is the chorus that echoed today in Tarhuna, a city located 90 kilometers south-east of Tripoli, sadly known for the atrocities committed by the Kaniyat militia in the period 2019-2020. A video published on Libyan social networks shows dozens of people queuing to withdraw money from Republic Bank ahead of Eid al-Adha, the Islamic festival of sacrifice. While waiting, someone – perhaps a security officer in military camouflage – started chanting one of the most famous slogans of the era. In the meantime, the price of livestock to be sacrificed on the occasion of the religious occasion has reached exorbitant figures, reaching up to 3.600 dinars per animal, equivalent to 700 euros. FILE - In this undated photo provided by Greece's coast guard on Wednesday, June 14, 2023, scores of people sit on a battered fishing boat that later capsized and sank off southern Greece. The sinking of the Adriana a year ago in international waters 75 kilometers (45 miles) off southern Greece was one of the worst of its kind in the Mediterranean Sea. Only 82 bodies were recovered, so hundreds of families still lack even the grim satisfaction of certitude that their relatives are dead.
