As per the parliamentary traditions, the Leader of the Opposition initiates the ‘general discussion’ on budgetary proposals. But 123 members of the largest party in this house, Pakistan Tehreek-e-Insaf (PTI) are not present in the House. In their absence, Speaker Parvaiz Ashraf felt forced to ‘recognise’ Raja Riaz as the Opposition Leader. You can thus easily imagine the “tough time”, Raja Riaz might have given to the government through his unnecessarily lengthy speech, faking ‘critical evaluation’ of budgetary proposals. To prevent a huge embarrassment on the first day of ‘general discussion’ on budgetary proposals, Khawaja Asif, the defence minister, rushed to Tanvir.

Since the creation of Pakistan, the Government of Pakistan (GoP) has been borrowing, which started with the first financial aid request from the US. In contrast, the elite of Pakistan has been borrowing from the government of Pakistan without any sense of guilt or remorse. And, we have seldom heard if ordinary citizens have their house loans waived off or written off. Further, new and novel ways have been devised to steal from the GoP and its people. Thus, GoP and its ordinary citizens have been exploited with impunity and no one has ever been held accountable for this.

On Monday, Hamid revealed that Imran Khan himself admitted that reference against Justice Isa was a 'mistake'. Senior lawyers believe that Hamid Khan's re-joining is significant as consultation with him would prevent Imran Khan from further embarrassments on legal fronts. During the PTI's government, Hamid Khan was also very critical of the undue influence of security establishment in the workings of the executive. Interestingly, the Independent Lawyers Group, (also known as Asma Jahangir Group), is closed to the coalition government led by the PML-N. Observers believe that this is a sign of Imran Khan's rising popularity in the legal fraternity since his removal as PM.

In a meeting hosted by the PM of Azad Jammu and Kashmir (AJK), Sardar Tanveer Ilyas, it was decided by the regional government that it would not present its own budget for the new fiscal year in light of the ‘enormous’ cuts in the budgetary grants by the federal government. Given the economic constraints within which this budget was released, it is vital that the federal government looks to overcome any grievances and explains that cuts were experienced by most sectors, provinces and ministries, not just AJK alone. The budget for AJK was slashed by Rs.5.2 billion in total, prompting immense opposition from the region. The health ministry, arguably one of the most relevant and important ministries given the current global health crisis, also experienced a budget cut from Rs.154 billion to Rs.19 billion. We are living through a national economic crisis and animosity between the government and regional authorities will only create more trouble.

The decision by a district sessions judge to allow for under-trial prisoners (UTPs) to be produced before the court through video link is a commendable step forward. As a result of this decision, UTPs will now be allowed to appear for their hearings via video link through Adiala Jail, instead of having to first be held in the poorly maintained and crowded Bakshi Khana in F-8 and then be brought to court, leading to logistical issues, not to mention the fuel cost incurred as a result. Under the new model, UTPs that have their cases fixed for evidence will still be produced before the court. A video link appearance is likely to take up less time of the court, provided all the technical details have been figured out in advance. Saving on costs, making the lives of UTPs and courts easier and allowing for a potentially efficient process is a worthwhile endeavour and one worth replicating.

The Financial Action Task Force (FATF) is scheduled to meet this week, from June 14 to 17, 2022, in Berlin where it will be decided whether Pakistan has fulfilled all of the requirements needed to exit the list. According to sources, Pakistani officials appear to be quite hopeful of a positive outcome from the plenary meeting as they believe that there has been substantial progress that has been acknowledged by FATF members. There is no denying that Pakistan has put in sincere efforts over the years to bring about the recommended structural changes. Now that the authorities have played their part, it remains to be seen if the FATF community is satisfied with the progress. Before Pakistan can be excluded from the list however, FATF is expected to send its team over for onsite inspection to take stock of the progress that has been made.
