The World Health Organization (WHO) said on Saturday that it had sent a plane carrying about 29 tonnes of medical supplies to Benghazi, Libya, to help the victims of the devastating floods caused by Storm Daniel. The medical supplies include essential medicines, trauma and emergency surgery supplies, and medical equipment, which can cover the health needs of some 250,000 people. The WHO said that this was the second batch of aid it had delivered to Libya, following an initial shipment of 29 tonnes of emergency medical supplies from its warehouses in the country. The WHO also expressed its concern about the rising death toll and the mass burial of flood victims in Libya. The floods in Libya were triggered by heavy rains from Storm Daniel, which hit the Mediterranean region on Sunday.

Upon orders from Egyptian President Abdel Fattah al-Sisi, the General Command of the Armed Forces has directed the movement of convoys loaded with tons of humanitarian aid, subsistence materials, and relief crews to Libya following the devastation of Storm Daniel. A convoy loaded with humanitarian aid, medical supplies, search and rescue teams, in addition to engineering equipment was also sent to move overland at the Western Military Region, through Salloum Port, to help in the wake of the devastation. Search, rescue and evacuation aircraft were also dispatched for the afflicted areas, to provide further aid and support. The casualties of the storm that swept the cities of eastern Libya continue to increase, as search and rescue efforts mount up to recover the missing. Storm Daniel has claimed thousands of lives and submerged entire areas, with Derna now a disaster zone.

Egypt - The Sovereign Fund of Egypt (TSFE) has reached a preliminary agreement with Actis, a British direct investment company, to sell the Gabal El-Zeit wind farm for $350m, sources close to the deal told Daily News Egypt. The deal is expected to be finalized in early November, after Actis completed the due diligence process and obtained the approval of the New and Renewable Energy Authority. The station has a capacity of 580 megawatts and is located in the Red Sea governorate. Hala El-Said, Minister of Planning and Economic Development, confirmed the existence of an initial agreement to sell the wind station in an interview with Bloomberg TV on Tuesday. She said that Egypt had received five offers for the station, but did not disclose the identity of the other bidders or any other details.

The Egyptian government has reached an agreement with Gulf sovereign funds that invested in Egyptian companies to postpone the distribution of dividends for three years, according to sources familiar with the matter. The sources told Daily News Egypt that the Central Bank of Egypt will guarantee the necessary dollar liquidity to transfer the investors’ profits into foreign currency after the end of the period. The agreement covers the recent investments made by Abu Dhabi Holding in three government companies: National Drilling Company, Egyptian Linear Alkyl Benzene, and the Egyptian Ethylene and Derivatives Company, worth $800m. It also covers the investments made by the Saudi Egyptian Investment Company, affiliated with the Saudi Public Investment Fund, in four major Egyptian companies: e-finance, Abu Qir Fertilizers, Misr Fertilizers Production Company, and Alexandria Container and Cargo Handling, worth $1.3bn. In addition, the agreement includes the investments made by Abu Dhabi Holding in five companies listed on the Egyptian Exchange, worth $1.85bn.

Regarding the economic axis, two specialists' sessions were held Wednesday within the National Dialogue. The other was on enhancing the population characteristics, and diagnosing the status quo. Also, earlier this week, a closed session titled "Price Hikes and Ways to Alleviate Citizens' Economic Burdens" kicked off Tuesday. The meeting's goal was articulating the recommendations and proposals put forward during public sessions, combining them together in a draft that will be submitted to the president of the republic.
