Zubiri made the admission before the Kapihan sa Senado, a weekly media forum, where he noted that budget “insertions” are made every year when senators and congressmen tackle the final form of proposed national expenditures. “In fairness to congressmen and senators, every year there are amendments to the proposed national budget and so nothing [is] new with this,” he said. Sen. Panfilo Lacson, however, said those items are “pork” because these were not part of the submitted National Expenditure Program. I have no idea although I’m sure it is not a uniform P200 million each.
