The FTSE 100 was almost unchanged at 7,407.39, while the CAC 40 in Paris also was steady, at 5,676.01. Chinese markets were closed for the National Day holiday marking the 70th anniversary of the founding of the People’s Republic. Johnson said details of the plan would come “very soon” after a governing Conservative Party conference in Manchester, northern England, ends Wednesday.
