Because of the Flow Rate (and I’m not talking about THAT flow rate). In some parts of the United States the 3:1 Flow Rate has been legislated, in others, like sports stadiums it’s 2:1. Some sports venues have started offering gender-neutral toilets to allow people to choose the loo they use.
