Do the very vocal supporters of Net Neutrality actually want Net Neutrality? They go beyond legislation circulated in 2010 by Democratic Rep. Henry Waxman, which Net Neutrality advocates also rejected. When they lost that wager, the next step--reversing the 2015 public utility order--was inevitable. The FCC’s 2017 order, however, includes only one rule—an enhanced net neutrality transparency requirement. Wiener, at the most recent hearing, claims the 2015 Order, like his bill, included “restrictions on zero-rating and on abusive interconnection agreements.”The 2015 Order, however, included no restrictions on such services.
