That would be the simplest way to handle it, without repeated council votes. It would provide a solid benchmark that would be built into the city’s expenses. Including it in the budget would keep it from appearing on future council agendas . A budget item allows the council to vote once and wash their hands of it. It makes sense from a practical standpoint, but it lacks accountability.
