A Wisconsin judge has upheld an order from Gov. Tony Evers declaring a public health emergency and requiring masks to be worn in enclosed spaces across the state, where a rise in Covid-19 cases is overwhelming some local hospitals. Three Wisconsin residents had challenged the order, which created an extended state of emergency, as an overreach by the governor. Mr. Evers has issued three executive orders, good for up to 60 days each, declaring a public health emergency since the start of the pandemic.
