The legislation was passed, but the problem never went away Under the Ford government’s policy, universities are required to create free speech codes and submit annual free speech reports. Because the fee was clearly censorious and specifically targeted an identifiable group of students (conservatives), we thought that it contravened the government’s free speech policy.
