India and Pakistan are among the six observer states in the SCO and will be elevated as full-time members in this summit. PM Modi has earlier asserted that Islamabad "must walk away from terror if it wants to have dialogue with India". Sushma Swaraj repeated this today saying "talks and terror cannot go together". The two countries are bound by these bilateral agreements," Sushma Swaraj said.
