Important facts here are: one, the so-called ‘plan’ that prioritises these programmes seems to be only known to the President. Officially, there is no formal strategic document to guide the public service on the Bottom-up Economic Transformational Agenda (BETA). Parliament was allocated Sh41 billion, the Judiciary Sh23.2 billion and the National Government Constituency Development Fund (NG-CDF) Sh53.5 billion. ILO standards of employment in the country as at December 2023 show 80 per cent of Kenyans are working poor.
