The best precedent for undoing Obama's policies is probably the repeal of the old U.S. welfare system in 1996. House Speaker Paul Ryan said Republicans are working "together" to repeal and replace Obamacare after Donald Trump said he has almost completed a plan which would allow "insurance for everybody." Donald Trump has campaigned to repeal and replace the Affordable Care Act, otherwise known as Obamacare, once he gets into office.
