No police department should be invested with all these responsibilities, said Jumaane Williams, the city’s public advocate. “The only tools they have are handcuffs, a gun, a baton and a summons book,” Mr. Williams said in an interview. “If they want to shift responsibilities reasonably, do it,” Mr. Lynch said.
