ARLINGTON — The Rangers’ decision to start Tyson Miller for Wednesday’s 9-2 loss to the Houston Astros came down to logistics. Miller, coming off a nice Rangers debut in Chicago, didn’t make it out of the first inning. With Otto still in health and safety protocols, Woodward said the plan for a while has been for Miller to start Wednesday’s game. Former first-round pick Cole Ragans has thrown well and recently got called up to Triple-A Round Rock, though he might not be in the immediate call-up sector of the farm system yet. Alexy, acquired in the Yu Darvish trade, was the scheduled starter on Wednesday for Round Rock.
