These three states are vulnerable on account of major rivers flowing through them. Consequently, they can suffer floods even in a year when rainfall in the state is not excessive. One, would be to be adequately prepared as major floods occur around two times in a decade. Moreover, the central government suggests that flood warnings are quite reliable. For instance, on an average 6,000 flood warnings are issued annually with an accuracy of over 98%.
