A study by the Gulati Institute of Finance and Taxation (GIFT), conducted three years ago, showed that the state's migrant popula tion had touched 25 lakh. In its aftermath, there has been much debate in the state about whether the growing migrant population is straining Kerala's social fabric.There is a steadily rising public chorus that demands the profiling of migrants. After an Assamese man was held in the Jisha case, migrants have again come under scrutiny, with demands rising for a database. "The question here is, are we already assuming that migrants are worse than the local population and that they need to be monitored? They ask that workers from outside Kerala be asked to register themselves at local police stations before taking up jobs.
