WASHINGTON—The White House is expanding sanctions against International Criminal Court officials, citing Russian influence and investigations into American military and intelligence personnel in Afghanistan. Trump administration officials announced Thursday an expansion of visa sanctions and added additional economic sanctions against ICC officials, but didn’t provide other details on how many people could be sanctioned or when.
