WASHINGTON—A whistleblower complained to the State Department’s internal watchdog about alleged misconduct by Secretary of State Mike Pompeo and reported that other senior department officials didn’t act on those concerns, according to a copy of the complaint. A heavily redacted copy of the complaint was furnished July 16 by the State Department Office of Inspector General to an independent group, American Oversight, that had sought, through the Freedom of Information Act, all whistleblower complaints pertaining to Mr. Pompeo.
