But in Mexico, NAFTA represents something more profound. In conversations here, free trade is often a stand-in for what kind of relationship Mexico wants with the United States, and what type of country Mexico wants to be. “Mexico, in consumer terms, has always loved the United States,” said Esteban Illades, editor of the Mexican magazine Nexos. His factory closed down like so many others in Mexico when faced with the onslaught of cheaper toys from the United States and China.
