Dear PAO,May I be enlightened as to which government agency has jurisdiction over a Homeowners’ Association registration? Registration of a homeowners’ association before the proper governing body is important in order to grant it a juridical or legal personality as a corporation. Succinctly, Section 4 of RA 9904 states the rule on registration of homeowners’ association, viz:“SEC. — Every association of homeowners shall be required to register with the HLURB. Nonetheless, this is without prejudice to the respect accorded to previous registrations with these agencies, provided that said associations still register with the HLURB.
