But what is a “safe zone” supposed to be? An area designated by the UN as a safe zone in a conflict zone is conceived to protect civilians from military attack. However, there is no written definition of a safe zone by the UN, only precedents to refer to. Back in 1995, the UN declared Srebrenica a safe zone among six others in what used to be Bosnia-Herzegovina. Without a strong UN peacekeeping force present, a “safe zone” is safe in name only.
