What just happened, and what does it mean for the future of democracy in Sudan? The mutiny broke out within the Operations Corps, a combat-equipped branch of the General Intelligence Service. Under its previous name, the National Intelligence and Security Service (NISS), the General Intelligence Service was the backbone of Bashir’s repressive apparatus. He accused former NISS head Salah Gosh, who created the Operations Corps in 2005 and is currently in hiding, of fomenting the rebellion. The General Intelligence Service reform process falls under the purview of the interior minister, a junta appointee.
